Most government websites do not offer news about their organization available to people on the move via their phones either as a web app or a native mobile app like the USA Today or the NY Times has for quite some time.
Most people now get their news on the move in short bursts while on the train or waiting for a meeting to start--and they get it via their phone.
What our solution has done is make it very low cost for government agencies to now make that information available via a mobile application just like the NY Times.
Now that's innovation!

www.twalky.com
Our real-time application is built on Twalky platform and contains 3 networks 1. Ideas/Issues 2. Events and 3. City Rankings. Each of these sections can be commented, rated (up to 5 stars) and ranked (between the comments) by anyone. It has a social element where each member/user can see the comments of all her friends/follows in each tab for each network. Furthermore, the app can become a platform as it is fully customizable (e.g. UI, functionality and URL) and anyone can build apps on top of this app. With the Grand Prize money, we plan to help Innovation Movement on this front.
We used crowdsourcing of comments (qualitative) and ratings (qualitative) to illustrate how innovation and entrepreneurial activity are at work across America. Under "City Rankings", we have innovation rankings between US cities and also ratings of each city's innovations. Similarly, under the "Events" network, it highlights the cities that are active in entrepreneurial activity.
In addition, we have formed an "Ideas for the Issues" network where anyone could provide suggestions (that can be rated and ranked by anyone) that help resolve each of these issues. These ideas can help the members of the Innovation Movement advance policy goals that support innovation.
Any SMS-enabled Cell phone
Mobile Advocate turns ordinary cell phones into powerful recruitment and advocacy tools.
It empowers field recruiters by turning any regular SMS-enabled cell phone into a recruitment tool. Recruiters and field workers don't need expensive equipment, or complex training to recruit citizens to their cause.
Citizens that want to engage their representatives receive customized information tailored to their specific location, and benefit from next-generation IVR technology to place them in contact with the people that represent them. A single call to one number will automatically route citizens to all of the people that represent them in government.
The most effective means of lobbying elected officials is personal contact. Direct citizen phone calls are more effective than written letters, e-mail, petitions or any other non-personal means of advocacy. Mobile Advocate will make it easy for Innovation Movement supporters to rally citizens to their cause. In addition, Mobile Advocate makes it easy for citizens to contact all of their representatives and make a personal plea of support.
Cell phones are ubiquitous, and the vast majority are SMS-capable. Mobile Advocate was designed to leverage this ubiquity and turn cell phones into powerful recruitment and advocacy tools.

The FCC requires registration of all cell towers near airports or above a certain height; however it is not currently tracking smaller cell sites appearing all over the country. All Your Cells was designed to empower the public to find and report these smaller cell sites. By taking a geo-encoded photo on their smartphone and sending it to All Your Cells, the pubic is able to take part in the Open Government movement and earn community recognition in the form of badges and site recognition. All cell data is available via an API and the application code is open source.
In the always-on modern business environment cellular connectivity is the backbone of digital innovation. Location-based services and high speed instant connectivity is taken for granted until we can't connect. As cell site placement has migrated from a ''best location'' to ''multiple location'' strategy the known and verified placement of cellular equipment has eroded. All Your Cells is designed to further the Gov 2.0 / Open Data movement to encourage citizen participation and verification of cell sites enabling the FCC to better perform it's designated function in this arena and encourage further growth and innovation.

http://onlinetownhalls.com/debates/246
Online Townhalls is a Web-based application that can engage thousands of citizens in a single conversation to discuss any of our nation's toughest problems. Today's issues are complex, and solutions require interdisciplinary collaboration. Online Townhalls uses conversation mapping to visualize the pros and cons of competing ideas. The technology rewards innovative thinking by measuring the credibility of each participant over time. It's not enough to merely identify popular ideas; structured peer review can ensure their viability. Large scale problems are often caused by thousands of unintentional, individual actions; harnessing collective intelligence through deliberate conversations is a powerful way to create solutions.
The Online Townhalls application (OTH) provides structure for in-depth and logical conversations on a very large scale. This allows leaders of the movement to identify the strongest ideas from among its members so that those ideas can be converted into action. The Innovation Movement can also use OTH to put a bright spotlight on existing policies and regulations, which stifle innovation, by allowing them to be debated line-by-line. This transparent marketplace of ideas can reveal the weaknesses of these policies and provide highly competitive alternatives that make a strong case for innovation.

Cosmo is an application framework that enables a wide variety of web-based applications- from data sets, to online stores, to personal websites, to mass-based communication- to be created rapidly and simply. Instead of building applications from scratch, Cosmo is the first ever framework that allows a developer to assemble reusable software components such as an image gallery view or anti-hacking filters together to create a new application, thus drastically reducing man hours and increasing reliability and security. Applications that may be created using Cosmo include, but are not limited to, content management systems, online forums, data reports, and e-commerce websites.
Cosmo supports both objectives of the Innovation Movement. Created by a Chinese-American who immigrated to this nation to pursue the American dream, Cosmo puts the internet at your fingertips. Mosaya is a Cosmo-based web application that enables entrepreneurs to design, publish and operate an online store without any previous technical or software application knowledge. Cosmo makes rapid development of secure and reliable web applications, from online polls, data reports to discussion forums possible. It’s a powerful tool which may be used to enable interaction between members of the Innovation Movement, their congressional members, and leaders in the consumer electronics industry.

This FCC Spectrum Auction Mash application provides information about winners of wireless spectrum auctions. Public data obtained from the FCC was "sliced and diced" to allow searching by business size and classification such as "entrepreneur" and "new entrant." The results concentrate on actual winning bids so the real costs become apparent.
Users may also drill down in the results to view each winning license along with its intended use and geographic coverage.
Both contest categories are supported. In this app, the spectrum auction winner data is used to show that entrepreneurs and small businesses have managed to win wireless licenses which advance innovation. This app is also useful in advancing policy goals to promote spectrum management. Facts that can be gleaned from this app can be used to critique the current methods of awarding spectrum as well as help guide future allocation.
